Lieutenant Marion "Cobra" Cobretti (Sylvester Stallone) is a tough-on-crime cop who investigates a series of violent crimes committed by a secret society called New Order. New Order targets "weak" members of society for extermination. Cobra must protect Ingrid Knutsen (Brigitte Nielsen), a model who witnessed the leader of New Order in action. Cobra and Ingrid find shelter in a small town, but must fight for survival when they are followed by the killers
